Implement Finger/Hand Tracking (Full Skeletal Input)

Hi! The current offical take according to Discord is that finger tracking isn't possible anymore because of the move to OpenXR. However, this is not fully correct: The emulated finger tracking with fake steam controllers isn't possible anymore. However, OpenXR allows full skeletal input and at least Meta does expose full hand tracking data required for this through its API on the device.
While there are not many PCVR games that actually use this functionality (Neos VR comes to mind, in VRChat it can be made to work through OSC with custom avatars) the situation is the same as with facetracking: It will only be implemented into games if more users can actually utilize the feature - and Meta headsets are the most commonly used hardware for PCVR - to no small part thanks to Virtual Desktop!
The situation to implement the function is actually even slightly better than with facetracking, since OpenXR natively supports skeletal input through its API.
